San Fernando Valley adult film locations: why the Valley still works.
The San Fernando Valley has been the center of adult film production in Los Angeles since the 1980s, when low rents and closeness to the mainstream film business drew studios there. Productions and independent creators still shoot in Valley homes today, but the safe way to do it is in a house whose owner has approved adult production in writing, with the permits and paperwork the shoot needs.
How the Valley became Porn Valley
Adult studios settled in the San Fernando Valley in the 1980s and 1990s. AVN co-founder Paul Fishbein told the Associated Press the industry came for "low rents and access to the mainstream movie business," and the area picked up the nickname Porn Valley. Business Insider reports the industry reached roughly $4 billion a year in sales at its 1990s peak.
The legal footing came from People v. Freeman, decided by the California Supreme Court on August 25, 1988. The court held that paying performers to appear in a non-obscene adult film is not pandering, and the U.S. Supreme Court declined to review it in 1989. That ruling is why California, and the Valley in particular, became the home of legal adult production.
What changed after Measure B
Los Angeles County voters passed Measure B in November 2012. It requires an Adult Film Production Public Health Permit, bloodborne pathogen training, an exposure control plan, posting the permit on set and condoms for certain scenes. According to the County Department of Public Health, it applies in unincorporated areas and in cities that adopted the County rule.
Permit numbers dropped fast. Business Insider reports County adult permits fell about 95% between 2012 and 2016, with many performers and producers moving to Las Vegas, and NBC4 Los Angeles reported productions shifting to rented houses and to Ventura County. A statewide version, Proposition 60, failed in 2016 with 53.67% voting no, according to Ballotpedia. Our LA compliance guide covers what each rule asks of a production.
Shooting in the Valley today
Much of today's work is smaller: independent creators, couples and small crews making content for subscription platforms, alongside traditional studios. What they need from a Valley home is the same as ever: privacy, room to light and move, parking that doesn't block the street, and an owner who knows what is being filmed.
- Owner approval in writing. NBC4 reported Airbnb banned guests after a porn shoot in a rental. An unapproved shoot can be stopped halfway through.
- The film permit. FilmLA says filming for commercial purposes in the areas it serves needs a valid film permit, and standard residential hours run 7 a.m. to 10 p.m.
- Producer records and insurance. Records under 18 U.S.C. 2257 and general liability insurance are the production's job.
Keeping the neighbors on side
Neighbors are the most common reason a shoot house becomes a story. In June 2026, NBC4 Los Angeles covered Encino residents complaining about crowds, cars and litter at a creator content house. The fix is simple and it is built into every booking here: small crews, parking instructions, no visible scenes from the street, quiet hours and no parties.
Booking a Valley home here
Adult Content Locations lists private Los Angeles homes whose owners have approved adult production in writing. Addresses are never published. Members see full galleries, rates and open dates on the locations page, and every booking is confirmed in writing before the first shoot day. Owners in the Valley can ask to list a home.
Quick answers
Why is the San Fernando Valley called Porn Valley?
Adult studios settled in the San Fernando Valley in the 1980s and 1990s for low rents and access to the mainstream film business, and the area became the center of legal adult production in the United States.
Is it legal to film adult content in a house in the San Fernando Valley?
Adult production is legal in California under the 1988 People v. Freeman ruling, but a shoot still needs the owner's permission, the producer's 2257 records and insurance, and any film or health permit the location requires. This is general information, not legal advice.
Does Measure B apply in the San Fernando Valley?
The LA County Department of Public Health says Measure B applies in unincorporated County areas and in cities that adopted the County rule. Most of the Valley is inside the City of Los Angeles, so check the current rules for your exact location with the County and FilmLA.
Can I book a Valley house for an adult shoot on Airbnb?
Not without the host's documented permission. Airbnb requires it for commercial filming, and guests have been banned after undisclosed adult shoots. Book a home whose owner has approved adult production in writing.
